QMS Appeals Panel Explained: Ensuring Fairness and Transparency in Membership Decisions

Following the launch of the QMS Membership Rules in July 2023, Quality Meat Scotland (QMS) established an independent Appeals Panel to oversee any challenges relating to membership decisions. The panel provides an impartial review of issues raised by members, ensuring that all decisions are fair, transparent, and uphold the high standards of QMS.

The panel is specifically responsible for any appeals that are made under QMS membership rules (certification decisions and complaints relating to scheme standards remain the responsibility of the Certification Body). In the event a member wishes to appeal a membership-related decision—such as their eligibility or compliance under the membership rules—the matter is referred to QMS, which triggers the independent Appeals Panel process. Appeals must be submitted in writing, and the panel produces a detailed report of its discussion and decision, which may be shared with the relevant parties. All appeals are dealt with expeditiously to ensure a fair and timely resolution.

At the heart of the Appeals panel is Chair, Dennis Overton, who brings over 40 years of business and farming experience. Dennis co-founded and Chaired the aquaculture and processing business Aquascot for 35 years and has Chaired numerous organisations, including Scotland Food & Drink, the UK Soil Association, and Ardtornish, a 12,000-hectare rural enterprise. In 2024, he became the founding chair of the Scottish Food Commission, supporting Scotland’s transition toward a sustainable and resilient food system. His strategic insight and practical understanding of farming and agriculture ensure the Appeals Panel approaches each case with fairness and expertise.

Supporting Dennis are Dr Freda Scott-Park, a veterinary surgeon and organic beef farmer with extensive experience in veterinary consultancy and government advisory roles, and Dr Amy Jackson, an agricultural communications specialist focused on reputational management and promoting British agriculture. Together, the panel combines practical farming knowledge, veterinary expertise and specialist communications insight to deliver robust and transparent decisions.

By providing an independent and transparent process for reviewing any disputes, the Appeals Panel helps protect the integrity of QMS schemes and ensures that all members are treated fairly. This process not only gives members confidence in the decisions made but also safeguards the reputation of Scotch Beef, Scotch Lamb, and Specially Selected Pork by demonstrating that QMS upholds high standards and responds rigorously and impartially to concerns.
